I, Ofc. Romano #1662, was working Uniformed Patrol and assigned to Car 17. I responded to the listed address reference abandonment of animals and animal neglect. On scene, I spoke with employee Seth Burman of Aligned Property Management, who was sent to the listed address by his manager, Nathan Fischer. Burman explained that the tenants lease ended yesterday (10/31/25) and he and a couple other employees arrived to paint and do other turn over work. Burman explained that when he entered the listed address that it was in deplorable condition. He stated there were animal remains throughout the residence that were so badly decomposed that it was difficult to tell how many animals there were. Burman and employees estimated there to be 7 animal remains total due to them finding 2 dog remains, 1 cat remains, 3 sets of jaw bones (upper and lower), and 1 animal skull, totaling at least 7 deceased animals. Burman and employees stated there could be more, but with how badly decomposed the animals were it was difficult to tell. I observed the remains of the 2 dogs, as employees had moved them outside. One of the dogs was still inside the cage, and the other the employees had placed into a black garbage bag while cleaning. They removed the remains of the dog in the garbage bag and allowed me to take photographs of the remains. Employees moved many other cages outside of the residence which were covered in cobwebs and extremely filthy, which showed me that no one had been at the residence to take care of these animals, along with how badly they were decomposed. Burman also showed me video and photographs that he took via cell phone of the interior of the residence. I uploaded the photographs of the animal cages and remains to Evidence.com, and Burman was sent a link to Evidence.com to upload the photos and videos he captured. I spoke with the caller, Courtney Ajamie, who stated that her father shared the connected unit next door to the listed address. Ajamie stated that her father had cameras on the outside of the property. I asked Ajamie to look at the footage to check if Hillyard could be seen returning to the property to care for the animals. Ajamie explained that the footage only went back one week (10/25/25-11/1/25), and when she looked through it, she stated that she did not see Hillyard in the footage. Sgt notified; PLA consulted. Due to Hillyard being in charge of the property while she was renting there, and the animals inside the residence dying due to starvation and neglect, I signed the listed charges and placed warrants out for Hillyard's arrest.
